JOB SUMMARY STATEMENT: Oversees the department's asset and work management program and ensures the accurate collection and reporting of infrastructure asset data, including training, system configuration, assistance with device implementation, report generation and analysis of data for management decision making. Work includes creating and maintaining asset management information from collected data, plans and files; making calculations, completing reports and performing analysis; monitoring citizen inquiries from OPCares and making sure work data is accurate and timely; overseeing complete asset records; and conducting quality control based on established methods. Coordinates and oversees training on work management applications.

DUTIES AND RESPONSIBILITIES:

Assists supervisors and managers with configuring of system modules, developing reports and data collection that support asset management procedures and processes.

Serves as the principal trainer and point of contact for work and asset computer applications. Develops training materials and reference guides for employees.

Produces reports, graphs, maps and queries from work management, project database and other applications that support the department.

Compilation and analysis of data, development of reports and evaluation of work management and asset information used for performance measures. Performs audits on the quality and timeliness of work orders and data entry, timekeeping and other department needs.

Facilitates meetings of the department's ongoing asset management committee and keeps senior leadership informed of the status of meeting infrastructure asset goals.

Liaison with Information Technology staff with coordinating software updates, training, customization of application modules, storage of department data, developing reports and other technical needs and issues.

Participates in the development of metrics and performance measures with program managers and leadership group, and compiles an annual infrastructure report.

Liaison with other city departments utilizing work management applications, helping with training, customization of modules, developing procedures and creating reports.

Coordinates the integration of work management applications and other city applications such as OPCares for the department. Provides assistance to staff on the effective handling of citizen inquiries, timely closeout of tickets, training of staff, and reviewing open tickets.

Advises the senior leadership on the state of the infrastructure assets, recommends changes to work processes, policies, training, customer service communication and mobile technology.

Assists with the management of mobile devices, troubleshooting and training of staff.

Participates in the snow program.

Any other duties as required by the supervisor. Performs any additional duties as required during emergency and/or incident operations.

The employee must work the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with subordinates, supervisors, customers, vendors and any other persons or organization with whom interaction is required to accomplish work and employer goals.

The employee must be punctual and timely in meeting all requirements of performance, including, but not limited to: attendance standards, work deadlines, beginning and ending assignments on time, and scheduled work breaks, where applicable.

GENERAL QUALIFICATIONS

EDUCATION & SPECIAL LICENSE(S)/CERTIFICATIONS:

Minimum of an Associates Degree in geography, computer science, engineering, environmental studies or related field, or an equivalent combination of formal education and work experience.

EXPERIENCE:

A minimum of three years experience in asset management, project management, engineering support or related field. ArcGIS, Microsoft SQL or other database experience preferred.

Use of mapping software and creating complex reports. Knowledge of public works operations desired.

SKILLS:

Use of Google apps, creating spreadsheets, database management, creating presentations, configuring computer software and hardware, including laptops and tablets for field use.

Use of geographic information software, project management software, and customer service tracking applications.

Ability to train and guide others in the concepts and processes of asset management.

Abstract and logical reasoning to recommend strategies and procedures to establish benchmarks and goals, and identify trends through analysis.

Interpersonal skills for establishing and maintaining effective working relationships.

Ability to work within a team and to lead a team.

Develop and present reports, training and informational presentations to technical staff as well as members of the public.

Ability to collect and organize field data; train and verify the work of others; create training guides.

SUPERVISORY RESPONSIBILITY (Direct & Indirect):

No direct supervision. Position will exercise indirect leadership through leading teams and projects; working with managers and supervisors to establish program goals and in meeting departmental suspense dates.
