Summary
Assists the Director of Parks and Recreation with Division Head responsibilities. Has direct responsibility and supervision for departmental divisions as assigned. Provides professional staff assistance to divisional teams, special interest groups, community organizations, organizational departments and outside agencies on a wide variety of tasks. Conducts broad organizational analysis and prepares reports on a range of operational policies, procedures, and services. Participates in the management team for internal operating policies and the financial direction of the department.
Duties and Responsibilities
  • Directs and manages assigned divisions, services and activities of the Parks and Recreation Department. Division responsibilities will include areas within the following focus groups: Aquatics, Arboretum & Botanical Gardens, Arts & Events, Community Centers, Customer Service, Farmers' Market, Farmstead, Golf Courses, Parks & Forestry and Soccer Complex. Divisions will be divided between the departments two Assistant Directors and the Department Director. Rotation of assigned divisions should be anticipated.
  • Serves as a principal advisor to the Director, Parks and Recreation on all department matters. Supports the Director in undertaking special assignments on matters of specific interest/concern. Acts as Director, Parks and Recreation in the absence of Director.
  • Serves as a member of the Parks and Recreation Department's senior management team.
  • Serves on organization committees and councils as assigned.
  • Responds to and resolves difficult and sensitive resident inquiries and complaints.
  • Reviews of various issues, special events, and other projects as assigned.
  • Assists the Director in the development and administration of the department's operating budget, Capital Improvement Program, long-range planning goals and objectives, policies and procedures.
  • Investigates, interprets, analyzes and prepares recommendations in relation to proposals for new programs, services, equipment, and other issues, policies, or proposals. Conducts surveys and prepares proposals. Prepares comparative analysis when appropriate.
  • Oversight of the coordination and management of the volunteer program associated with the appropriate division's operation.
  • Provides assistance to Division Managers and Supervisors as needed.
  • Assists in administering the operating agreement with the Arts and Recreation Foundation of Overland Park.
  • Provides staff support to the Arts and Recreation Foundation of Overland Park.
  • Assists in the coordination, preparation, analysis, and implementation of the department's annual operating, equipment and capital budget.
  • Investigates complaints and requests for services, and confers with members of the public to explain policies and programs. Contact residents or complainants to comprehend the situation. Contact appropriate staff members as necessary.
  • Represents the Department at meetings, functions, community events and various governmental, professional and civic organizations, and may act as representative to the Arts and Recreation Foundation of Overland Park.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of recreational services program development and implementation.
  • The employee must work the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with subordinates, supervisors, customers, vendors and any other persons or organizations with whom interaction is required to accomplish work and employer goals.
  • The employee must be punctual and timely in meeting all requirements of performance, including, but not limited to, attendance standards and work deadlines; beginning and ending assignments on time; and scheduled work breaks, where applicable.
  • Assists with emergency management operations as needed.
General Qualifications
EDUCATION & SPECIAL LICENSE(S)/CERTIFICATIONS:
Bachelor's degree in Parks and Recreation Administration, Business Administration or a related field of study, or an equivalent combination of formal education and experience required.
Professional certification in Parks and Recreation or related fields is preferred.
EXPERIENCE:
Minimum of five years supervisory experience in recreation programming or parks management, facilities management in municipal or non-profit operations, at the supervisory level.
Experience working in an accredited parks and recreation system is preferred.
