Summary
JOB SUMMARY STATEMENT: The Budget Manager leads the City's annual budget ($500 million), five-year capital improvements program ($350 million), five-year maintenance program ($225 million) and five-year financial planning processes, from initial development to ongoing monitoring and analysis. Presents budget proposals to the City's Governing Body, the public and city management. Manages the City's budget and financial transparency system. Coordinates the acquisition, analysis and processing of intergovernmental revenue, expenditures and capital requests. Implements and monitors budgetary, fiscal and programmatic reporting. Provides training to City employees related to budgeting and the annual budget.
Duties and Responsibilities
DUTIES AND RESPONSIBILITIES:
Leads the City's annual budget, five-year capital improvements program, five-year maintenance program and five-year financial planning processes, from initial development to ongoing monitoring and analysis. Supervises and coordinates preparation of materials for the City's annual budget, capital improvements program, maintenance program and five-year financial forecast.
Communicates to and works with City's Governing Body, City Manager, Department Directors and Other City Staff regarding the annual budget, capital improvements program, maintenance program and five-year financial forecast.
Is system administrator of the City's budget development and transparency systems (software system).
Implements and manages City's public-facing budget and fiscal transparency/education programs.
Supervises other staff.
Analyzes financial, budget and capital/maintenance project data and develops reports. Recommends appropriate action.
Monitors and analyzes federal and state laws related to City financials and budget. Reviews legislative proposals. Recommends appropriate action.
General Qualifications
GENERAL QUALIFICATIONS EDUCATION & SPECIAL LICENSE (S)/CERTIFICATIONS:
Master's degree in the following field(s) of study: Public Administration, Economics or Public Policy.
Valid Driver's license (preferred).

EXPERIENCE:
Five years of experience in governmental budgeting.
Two years of supervisory experience (preferred).
