| | | | SUMMARY: Manages the program administration of the organizing, operating and planning support of neighborhood groups and homes associations within the City. Assists with ongoing Neighborhood Conservation Program development supporting inclusive civic engagement, to include, building resident and community relationships, developing community leaders, recruiting volunteers, training and assisting residents to develop and sustain organizations with capacity to identify and serve neighborhood needs, and facilitating cooperative working relationships among residents City staff and City Council. Works under direction of the Supervisor of Neighborhood Services and in cooperation with other Strategic Planning staff. Assists with other current and long-range projects and tasks, and other duties as assigned. | Duties and Responsibilities | RESPONSIBILITIES: Operates a program of activities supporting inclusive civic engagement to include recruiting and developing skills of resident leaders, assisting leaders to identify concerns and programs of interest to residents, assisting the development of events, meetings, and projects to bring the community together and identifying areas of involvement in which residents can participate and take on increasing levels of responsibility. Prepares and delivers presentations and reports to community and neighborhood groups. Represents the City in meetings with the public, community groups, and other key stakeholders to support resident decision-making; listens to concerns; and advocates for increased participation. Leads efforts to enhance public participation and resident involvement, including community engagement programs and special events. Attends or hosts occasional neighborhood meetings, responds to neighborhood requests, offers services to existing voluntary neighborhood groups and homes associations and facilitates communication between neighborhood groups and City departments. Requests may include facility and lawn game rentals, signage and speaker requests, etc. Supports existing neighborhood groups with communication and training needs. Designs and creates direct mail campaigns, including notices of meetings and educational information for neighborhood groups. Coordinates the printing and/or distribution of direct mail. Identifies neighborhoods that need assistance in organizing or reorganizing their neighborhood groups. Plans, facilitates and monitors the meeting of residents and leaders during their organizing process to foster inclusive participation. Provides mentoring and feedback to neighborhood leaders. Acts as an advisor and technical resource to the organizing effort. Provides the technical data, miscellaneous information and assistance needed to organize and operate neighborhood groups. Educates neighborhood leaders and responds to their requests for information that could support their survey, study and/or resolution of neighborhood issues and their efforts to enhance the quality of life in their area. Executes the City's NCP Grant Program, in coordination with the Neighborhood Services Supervisor, including creating and developing grant materials, providing technical assistance to the neighborhood, and ensuring reporting requirements are met. Acts as the staff liaisons to the Neighborhood Executive Committee (NEC), a plural authority, and other neighborhood group committees as necessary. Prepares agenda and meeting materials, including arranging for speakers. Attends meetings, ensures meeting notices are published and staff minutes are taken and transcribed promptly, prepares and delivers oral and written reports. Manages committee membership, including annual elections, and recruits new committee members. Identifies, responds to, and documents issues, concerns, and requests for information; analyzes neighborhood issues and creates programs to address those issues as requested; creates sustainable and measurable partnerships between neighborhoods, residents, and the City. Works collaboratively with other City departments and divisions to identify neighborhoods needs and projects, and encourages support for the neighborhood planning efforts. Develops and presents annual reports to the Community Development Committee. Collaborate with City Communications to maintain the Neighborhood webpage and develop materials. Identifies and collaborates with organizations and groups demonstrating successful neighborhood programs and efforts. Maintains contacts with community leaders, governmental representatives, organizational leaders, and professionals in the fields of neighborhood preservation and development and community building. Participates in emergency management operations for the City, as requested. Carries out and/or performs other duties as assigned. The employee must work the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with subordinates, supervisors, customers, vendors and any other persons or organization with whom interaction is required to accomplish work and employer goals. Some evenings and weekends are required. The employee must be punctual and timely in meeting all requirements of performance, including, but not limited to, attendance standards and work deadlines; beginning and ending assignments on time; and scheduled work breaks, where applicable.
| | EDUCATION & SPECIAL LICENSE(S)/CERTIFICATIONS: Bachelor's Degree in Community Development, Planning or a related field of study and/or an equivalent combination of formal education and experience dealing with community building. Must possess an appropriate, valid driver's license and maintain an insurable driving record.
EXPERIENCE: Three years of experience in Neighborhood/Community Development. Two years programming experience. Previous experience using electronic communications equipment or software and Adobe Creative Suite highly desired. Two years community organizing experience preferred. Previous experience using electronic communications equipment or software and Adobe Creative Suite highly desired.
SKILLS: Excellent oral and written communication skills. Facilitation and engagement skills. Project management. Event planning. Proposal and/or grant writing. Grant administration and reporting. Team leadership skills. Working knowledge of presentation, spreadsheet, word-processing, and desktop publishing software applications. Some experience with online design and visual communication platform and client relations management software. Attention to detail. Good listening skills.

PHYSICAL REQUIREMENTS: Ability to make and receive phone calls. Ability to operate a City vehicle. Hand and eye coordination adequate to operate office equipment. Ability to tour City facilities. Alpha and numeric recognition. Ability to speak to an individual or group for an extended period of time.
