Summary
Plans, directs and coordinates the operation and management of all of the City's publicly owned facilities. Member of the City Manager's Executive Leadership Team (ELT) and coordinates facilities related activities with other City departments, divisions and other governmental agencies. Manages division staff and directs comprehensive facilities services, including maintenance, capital projects, space planning and vendor management to ensure the safe, efficient and cost-effective operation of public buildings and assets. Develops, prepares, maintains and implements a facilities master plan. Directs the preparation of the annual Facilities Management operating budget and five year Capital Improvement Program and Maintenance Program. Develops briefings and presentations for the Governing Body, City Manager, resident groups and professional organizations. Provides leadership for all team based activities to include project management teams and task groups.
Duties and Responsibilities
1. Working through division staff, administers and manages the design of facilities and maintenance projects, including developing the project scope, directing the consultant selection or alternate delivery process, negotiation of the scope and fee for the design or alternate delivery contract, preparing and negotiating interlocal agreements, managing the plan preparation, managing public involvement activities, overseeing environmental permitting process, and supervising project team members. For federally funded projects, manages all coordination and project administration as applicable. Provides leadership and direction through Managers.
2. Directs through division management staff the supervision of all employees including recruitment and retention, performance appraisals, organization structure and job assignments and training and professional development.
3. Directs the staff to manage the operation and maintenance of all City facilities, including but not limited to; custodial needs, paper goods, vending machines, shredding services, HVAC, plumbing, electrical, life safety systems, backup power generation, overhead doors, elevators, towers and physical security and key access.
4. Directs preparation of the annual Operating Budget and five-year Capital Improvement Program and Maintenance Program for City facilities, by analyzing facility infrastructure needs, establishing priorities and recommendations, developing initial cost estimates and preparing and submitting CIP Facilities Project Additions and Project Revision forms.
5. Works with the Sustainability Manager to manage Citywide energy conservation and renewable programs by reviewing plans, interpreting standards, monitoring relevant applications; providing recommendations to address problems and issues, participating in field inspection visits, and assisting in resolution of program concerns. Manage\Develop utility commodities contracts and rate plans for electric, natural gas, water, wastewater and solid waste removal. Ensures that all new facilities comply with the Green Building Objectives.
6. Work with the Sustainability Manager to manage Electric Vehicle (EV) charging station initiatives to include development of EV charging strategic and renewable programs. Monitor EV and renewable equipment and contract and report program status to City Manager and Governing Body as requested.
7. Serves as a member of the City Manager's Executive Leadership Team (ELT) and coordinates facilities related activities with other City departments, divisions and other governmental agencies.
8. Performs other duties, as required, outside of normal working hours and during emergency operations and in accordance with the City's Emergency Operations Plan (EOP).
9. Coordinates facilities related activities with other Department divisions, City departments, other governmental agencies, utilities, contractors, developers, consultants and others, as required.
10. Develops division level briefings for presentation to the Governing Body and City Manager. Provides updates on City facilities on a regular basis to keep the Governing Body and City Manager informed on matters of significant interest.
11. Responds to public inquiries and ensures that their concerns are fully and effectively addressed.
12. The employee must work the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with subordinates, supervisors, customers, vendors and any other persons or organization with whom interaction is required to accomplish work and employer goals.
13. The employee must be punctual and timely in meeting all requirements of performance, including, but not limited to, attendance standards and work deadlines; beginning and ending assignments on time; and scheduled work breaks, where applicable.
General Qualifications
EDUCATION & SPECIAL LICENSE(S)/CERTIFICATIONS:
Bachelor's degree in civil engineering or a related engineering field of study.
Professional Engineer registration in the State of Kansas or in another state with State of Kansas registration within one year of hiring.
Must possess an appropriate, valid driver's license and maintain an insurable driving record.

EXPERIENCE:
Eight years of civil engineering design, or an equivalent level of experience required.
8+ years of experience in the field (performing/supervising).
Five+ years project management/engineering design/construction and facilities management preferred.
Energy Management Professional (EMP) certification desired.
