JOB SUMMARY STATEMENT: Responsible for the management and daily operation of the Overland Park Farmers' Market. In charge of curating and supervising all vendors and staff. Oversees all vendor and staff recruitment, hiring and training. Required to uphold and enforce all city, county and state rules, regulations and ordinances. Ensures the implementation and execution of Double Up Food Bucks and token programs and all related reporting. Plans, develops and directs special events, promotional activities, community outreach, and annual campaigns including establishing an annual marketing and advertising campaign. Coordinates work schedules. Executes all vendor layouts and contracts. Responsible for inventory and condition of supplies, equipment and uniforms. Conducts farm and food inspections. Performs administrative and clerical work including preparing annual budget and all year-end metrics including formal presentations. Develops all operational and safety procedures.

DUTIES AND RESPONSIBILITIES:

Manages and coordinates the operational success of the Overland Park Farmers' Market by developing and implementing policies and procedures for consistent, clean and safe operations.

Supervises all market staff and coordinates schedules. Recruits, hires, trains, observes, evaluates and promotes staff. Responsible for the overall leadership culture and employee performance.

Curates all vendors, executes contracts and is responsible for daily operations.

Oversees all compliance with federal, state and local health rules and regulations; all city, county and state laws, ordinances, rules and regulations; and standard operating procedures.

Builds and maintains professional relationships with staff, vendors, shoppers and all stakeholders.

Responsible for the Double Up Food Bucks and token program and all related equipment and reporting.

Researches, creates, develops, and implements an annual marketing and advertising campaign. This includes keeping the web and social media media content up-to-date.

Plans, develops and directs special events, promotional activities, entertainment, and community outreach. Promotes public relations by engaging with community partners and/or speaking at meetings.

Conducts on-site farm and food visits.

Prepares and monitors the annual operating budget for the facility. Maintains metrics for the purpose supporting long range planning and budgeting. Responsible for daily deposits; prepares revenue/expense reports; establishes fees and charges to meet revenue goals; and reports on activities and services.

Oversees administrative and clerical work to make sure the market operates efficiently and successfully. Prepares weekly, monthly and seasonal reports for staffing, revenue, expenditures, surveys and presentations.

Responds to patron and vendor requests.

Collaborates with parks maintenance staff to assure proper cleaning, maintenance and safety. Maintains supply and equipment inventories.

Serves as appointed spokesperson for the OPFM as permitted by Communications Manager.

Helps promote and advance the market philosophy, team culture, camaraderie, goals and objectives. The employee must have a strong sense of teamwork and ideas on how to continue to build a team through strong communication skills.

Required to participate and manage the facility in accordance with the City's Emergency Operations Policy.

The employee must work the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with subordinates, supervisors, customers, vendors and any other persons or organization with whom interaction is required to accomplish work and employer goals.

The employee must be punctual and timely in meeting all requirements of performance, including, but not limited to, attendance standards and work deadlines; beginning and ending assignments on time; and scheduled work breaks, where applicable.

GENERAL QUALIFICATIONS

EDUCATION & SPECIAL LICENSE(S)/CERTIFICATIONS:

Bachelor's degree in recreation administration or a related field; or an equivalent combination of education and experience.

Experience or understanding of agriculture is preferred.

Accounting/reconciling skills are preferred.

Must possess a valid driver's license and maintain an insurable driving record. Must maintain an insurable driving record.

First Aid and CPR certification through the City will be required within three (3) months from date of hire.

EXPERIENCE:

Five years of increasingly responsible recreation program, operational experience with administration work.

Two years experience managing, organizing and promoting events; and/or working with not-for-profit, community, and agriculture-based groups. Previous experience in facility operations or managing a Farmers' Market is preferred along with supervising and leading a team.
