JOB SUMMARY STATEMENT: Administers and responsible for the coordination of the emergency and non-emergency activities of the Fire Department in the areas relating to support services and logistics. Emphasis areas of responsibility include Fire Department apparatus and equipment specification, purchasing and maintenance. Manages department inventory and supply controls. Coordinates with internal and external stakeholders and vendors for the provision of services related to apparatus and equipment.

DUTIES AND RESPONSIBILITIES:

Establishes and maintains effective and collaborative relationships with internal and external customers and clients; ensures compliance with the City's purchasing and billing policies.

Collaborates with Public Works and outside vendors to coordinate, schedule, and complete annual vehicle inspections to include axle weight verification, pump testing, non-destructive ground ladder evaluation, and aerial apparatus inspections in accordance with NFPA 1911.

Collaborates with Facilities maintenance department and outside vendors to establish preventative maintenance programs, and identify future facility needs to maximize the life of the department's facilities and equipment.

Establishes and maintains internal controls and inventory control systems and maintains an accountability system for all tools and equipment used in the Fire Department.

Ensures equipment/supply integrity, accountability and readiness for use; creates an effective mechanism to ensure the timely and accurate deployment of necessary supplies to field crews.

Maintains effective relationships with vendors and suppliers, ensuring accountability; evaluates vehicles, products and equipment in and makes appropriate recommendations.

Coordinates with the Deputy Chief (Operations) to build purchasing specifications for Fire Department equipment and vehicles.

Coordinates with the Deputy Chief (Administration) on grant application and award management.

Operates as part of the management team and participates in strategic initiatives to advance the department. Participates in the department budget planning process.

Manages the Departments SCBA and Respiratory program.

Manages the Fire Department's radio and mobile data program. Represents the Fire Department on county and regional radio communications committee meetings and with vendors.

Manages equipment and apparatus budgets.

Supervises the Support Services personnel and coordinates department logistics to ensure the timely and accurate deployment of supplies, equipment and support services.

Performs other duties as directed or required

GENERAL QUALIFICATIONS

EDUCATION & SPECIAL LICENSE(S)/CERTIFICATIONS:

High school diploma or GED is required.

Must possess a valid driver's license and maintain an insurable driving record.

An approved associate's degree or higher combined with a certificate in fire science OR an associate's degree in fire science is required.

Preference is given to those employees with a Bachelor's degree in Fire Science or a related field. (Applicability of a degree in a related field will be determined by senior management).

Successful completion of required courses in modern firefighting response activity, fire administration, instruction and supervision based on the equivalency of NFPA 1041 Fire Instructor Level I, NFPA 1021 Fire Officer I, NFPA 1072 Hazardous Materials Competencies for First Responder at the Operational Levels and on scene commander unless officer is on the hazmat team. ICS 100-300, and 700. Completion of OPFD Strategy and Tactics course.

Credentialed or certified as an Incident Safety Officer.

EXPERIENCE:

Minimum of five years full-time employment with the Overland Park Fire Department, in the position of a Fire Lieutenant, Firefighter or Fire Medic, with at least one year as a Fire Lieutenant.

Two years supervisory experience preferred. (Preference for Fire Captain).

SKILLS:

Good oral and written communication.

Ability to write clear and concise reports.

Presentation skills.

Skilled in the application of firefighting, rescue and emergency medical techniques and methods.

MENTAL REQUIREMENTS:

Knowledge of modern fire fighting and rescue principles, practices, and methods of fire fighting.

Knowledge of departmental procedures, rules and regulations.

Knowledge of the operations of the various types of apparatus and equipment used in fire fighting activities, together with the ability to supervise the effective use of such equipment and apparatus.

Knowledge of the general type of construction and usage in the service area, as well as the principal buildings in the area.

Knowledge of the geography of the Department's service area, including fire hydrant and street locations.

Ability to plan, organize and direct fire service activities on an assigned shift or with specialized program assignment.

Ability to read, understand, adhere to and implement departmental orders, bulletins, directives, memorandums and policies.

Ability to analyze situations quickly and objectively, and to determine proper courses of action.

Ability to read and comprehend city, state, and federal policies and regulations as well as Fire Service industry standards.

Ability to establish and maintain positive, effective working relationships with supervisors, subordinates, and the public.

Ability to communicate effectively, orally and in writing.

Ability to maintain records and prepare reports.

Ability to train and guide others.

Ability to carry out oral and written instructions and to react quickly and calmly in making decisions under extreme emergency conditions.

Ability to observe, document, and to fairly appraise the activity and performance of assigned subordinates.

Ability to function in life/death situations relying on sight, hearing, smell and touch to make critical decisions while maintaining safety of others/self; acknowledge associated risk of bodily injury/death in performance of duties.

Ability to analyze and recommend possible solutions.

Ability to use computer information systems and software to enter, access and review inventory and performance data..

Ability to meet deadlines.

PHYSICAL REQUIREMENTS:

Must pass the Overland Park Fire Department annual physical requirements for Firefighter.

Ability to crawl, run, climb, crouch, bend, stoop, twist, reach, contort, and lift up to 160 lbs. while wearing heavy protective gear weighing about 50 lbs.

Ability to work in extreme temperatures and adverse weather conditions.

Exposure to fire, smoke, bodily fluids, noise, potentially hazardous materials, dangerous animals; hazards of emergency driving; hazards associated with traffic control and working in and near traffic; natural and man-made disasters; and hazardous materials incidents.

Ability to work 100' above grade and in confined spaces

Ability to sit and be attentive for extended periods of time.

SAFETY REQUIREMENTS:

Must not pose a direct threat or significant risk of substantive harm to the safety or health of himself/herself or others.

Must be committed to a high standard of safety and be willing and able to comply with all of the Department's safety policies and rules.

Must be willing to report safety violations and potential safety violations to the Fire Chief and/or to discipline for such violations.
