<p><span style="font-size:10pt">JOB SUMMARY STATEMENT: Designs, operates and customizes City&#39;s geographic information system (GIS) in a way that supports employee job functions and decisions of City officials. Uses Esri software suite to create, edit and analyze geographic features and their related data attributes. Uses appropriate programming tools and expression languages to automate GIS workflows and ETL processes, customize applications, and streamline nightly data transfers. Creates interactive and engaging applications and analytics that support geographically informed decision-making. Serves as a product expert for the ArcGIS suite, including the implementation of upgrades and new software products, providing training and support for internal users, and other duties as assigned.</span></p>

DUTIES AND RESPONSIBILITIES: Assists in the design, implementation, and maintenance of spatial datasets and spatial solutions by leveraging existing and extendable applications and Esri best practices. Uses Visual Studio, Python, or other programming environments in conjunction with the Esri software suite (ArcGIS Pro, ArcMap, ArcGIS Online/ArcGIS Enterprise apps) to design and customize GIS applications to assist specific users, streamline workflow processes, and enhance the accessibility of geography-linked information. Uses the ArcGIS Online and ArcGIS Enterprise applications and templates to create cross-platform web mapping applications for internal and external customers. Performs complex geographic analysis. Uses Esri software suite and extensions to analyze geographic relationships and present results in effective and engaging formats. Assists in the administration of the enterprise GIS platform. Uses Esri tools to design, create, and maintain datasets and make those information sources available to various groups of users. Collaborates with the GIS team and department staff (Planning and Development Services, Public Works, Information Technology, Fire, Police, etc) to provide spatial solutions and GIS-dependent application integrations for asset management, permitting and licensing, public safety, and others. Uses GIS software and operating system tools and commands to evaluate system diagnostics, perform file maintenance tasks, and respond to minor system failures. Assists in setting GIS program priorities. Identifies City functions that would benefit from GIS technology and evaluates user needs to refine system structure. Serves as the project leader to determine how best to meet user requirements, what data sources to use, how GIS technology should be applied, and what form the final product should take. Uses Esri software suite and large-format plotter to create cartographic products in both paper and digital form that effectively communicate complex geographic patterns and relationships. Provides technical support and training for GIS users. Leads periodic technical meetings or provides ad hoc guidance when needed. Assists in computer hardware and software evaluation, recommendation, installation, and maintenance, including maintenance of existing licensing information and appropriate permission settings. Participates in emergency management operations for the City, as requested. Carries out and/or performs other duties as assigned. The employee must work the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with subordinates, supervisors, customers, vendors and any other persons or organization with whom interaction is required to accomplish work and employer goals. The employee must be punctual and timely in meeting all requirements of performance, including, but not limited to, attendance standards and work deadlines; beginning and ending assignments on time and scheduled work breaks, where applicable.

GENERAL QUALIFICATIONS

EDUCATION &amp; SPECIAL LICENSE(S)/CERTIFICATIONS: Bachelor&#39;s degree in computer science, physical science, or related field with related classes in earth science, cartography or additional equivalent experience. Esri(software) training. EXPERIENCE: Three years of experience and training, or an equivalent level of experience, in the use of Esri software and supporting hardware. SUPERVISORY RESPONSIBILITY (Direct &amp; Indirect): Occasional indirect supervisory responsibility to lead a team project that requires the participation of other GIS staff members. A GIS Analyst may be designated a Team Leader and be given supervisory responsibilities over the other GIS Analysts, GIS Specialists and GIS Associates in the division, including setting work assignments, evaluating work performance, and recommending pay increases or disciplinary measures as needed.
