Summary
JOB SUMMARY STATEMENT:
The Police Support Services Manager is a critical leadership position involved in planning and directing assigned units within the Support Services Division. Develops subordinates to enhance their career potential. Evaluates subordinate supervisor's performance. Functions as a command staff member, providing input, suggestions, and recommendations to improve department operations. Provide recommendations and administer disciplinary actions. Reviews and suggests appropriate changes to agency procedures and rules and regulations. Makes budget and hiring recommendations. Performs the duties of a supervisor as required.
Duties and Responsibilities
DUTIES AND RESPONSIBILITIES:
Manager of assigned personnel/subordinate personnel to ensure goals and objectives of the department are met. Responsible for the efficient and secure management of all police records and physical evidence for the Police Department.
Provides direction and leadership, to include planning, resource allocation, and oversight of multiple projects and processes.
Reviews scheduling assignments to ensure units are adequately staffed; oversees completion of payroll entries.
Develops subordinates to enhance their career potential and maximize benefits of their employment. Monitors performance and counsels subordinates to ensure compliance with procedures. Provides opportunities to make decisions and discusses consequences of decisions. Identifies strengths and weaknesses. Recommends training.
Reviews, understands, and communicates standard operating procedures and City policies.
Observes and evaluates subordinate supervisors' performance. Prepares and reviews performance evaluation ratings. Acts as reviewer for evaluations completed by subordinate supervisors.
Counsels subordinates when appropriate. Corrects performance deficiencies through counseling and training. Ensures on-the-spot corrections of policy/procedure violations. Conducts full investigations of serious breaches of procedure. Counsels subordinates to ensure against further violations. Recommends and administers discipline or penalties.
Functions as a member of the agency's command staff providing input, suggestions, and recommendations. Attends appropriate staff meetings. Meets with citizen groups as required. Serves on designated task forces. Prepares staff studies. Makes and forwards suggestions.
Reviews and suggests appropriate changes to agency procedures, rules, and regulations while enforcing compliance. Critically analyzes operating procedures on a frequent basis. Suggests appropriate changes to current policies and procedures based upon observation and evaluation.
Makes budget recommendations and participates in, and enforces, operational economy processes. . Research issues and make recommendations. Makes valid budgetary and efficient fiscal change recommendations, to include monitoring of overtime use, training time, etc.
Receives, assigns and/or investigates citizen complaints. Reviews citizen complaint investigations and supplies written responses. Monitors progress of complaints to ensure completion and thoroughness. Discusses cases with investigators.
Effectively addresses citizen inquiries and directs them to available resources when appropriate.
Act as a liaison and manage resources with other city departments, as well as outside agencies.
May be assigned as the primary or alternate Terminal Agency Coordinator (TAC) and/or Local Agency Security Officer (LASO).
May be assigned to the city Emergency Operations Center (EOC) and/or assist with emergency management activities during disasters or citywide emergencies. May be assigned to assist with the administration of the Records Management (RMS) system and other technology related programs.
May be assigned as an official records custodian and maintain oversight of Kansas Open Records Act (KORA) processes and procedures.
Must be available, mostly during regular business hours, to communicate with supervisors, members of the community, and others with whom interaction is required to accomplish work and department goals. Must be available to respond for special, emergency, and/or disaster situations.
The employee must be punctual and timely in meeting all requirements of performance, including, but not limited to, attendance standards and work deadlines; beginning and ending assignments on time; and scheduled work breaks, where applicable.
Must develop a good understanding of best practices regarding property and evidence storage and tracking. Regularly evaluates property and evidence policies, logistics, and procedures looking for ways to improve efficiency and organization for both property room staff and other internal and external stakeholders.
General Qualifications
EDUCATION & SPECIAL LICENSE(S)/CERTIFICATIONS:
High School education or possession of a GED Certificate. Preference is given with a bachelor's degree. Education may be substituted for experience, or experience may be substituted for education.
Must have and maintain a valid driver's license.
Able to pass a polygraph examination and background investigation.
Access to the Kansas Criminal Justice Information System (KCJIS) is required, so the following KCJIS requirements apply: Must be at least 18 years of age. Must have not been convicted of a felony or serious misdemeanor. Must complete NCIC less-than-full access certification which is required within 6 months of hire.
The applicant must obtain and maintain a State of Kansas LASO (Local Agency Security Officer) certification.Must regularly research and have a good understanding of FBI and State of Kansas CJIS regulations. Must ensure information security and maintain CJIS compliance when storing and transmitting information.

EXPERIENCE:
Ten years of experience in customer service, records/evidence management, law enforcement, or related fields.
Three years of supervisory experience.
