| | | | JOB SUMMARY STATEMENT: Assists in aspects of long-range planning, demographic and development reports, regional policy support, trends analysis, and special initiatives. Under direction, provides demographic data reports and analysis; and works with various entities to produce annual progress reports and/or updates to the Comprehensive Plan. Leads and manages the development of a data analytics strategy and provides statistical analysis, research, evaluation, and planning related to department administration and operations programs.
Develops, researches, prepares, and presents reports; provides timely and relevant information on development patterns and demographic trends; conducts policy research and analysis to help ensure responsiveness to emerging issues; serves as Planner of the Day; and provides support for the Planning & Development Services Department and other departments, as needed. | Duties and Responsibilities | Uses the Census Bureau's website to obtain, compile, and analyze demographic data for various geographies within GIS, databases, and spreadsheets for various plans and other departments, agencies, and resident requests. Monitors and reports demographic and socioeconomic trends and emerging issues to inform policymaking and planning. Coordinates use and distribution of population and housing census data, and related demographic data from other sources. Organizes and presents available data for use by members of the public and other City departments. Analyzes historical and geographical context of data to identify important trends. Prepares graphic representations of analyses. Coordinates data use with the Long-Range Planner and GIS team. Distributes demographic data and analyses of demographic trends to the public in a format that is easy to understand. Works with the GIS team to develop the city's population estimate. Provides independent and objective analysis to City officials on population characteristics related to the city's physical development plans, policies, projects, and services. Serves on the Plan Review Committee in the absence of the Long-Range Planner. May review development proposals for compliance with the City's Comprehensive Plan and related maps, Greenway Linkages Plan, and other adopted planning policies and documents. Makes recommendations with awareness of adopted planning policies and assists with staff recommendations and presentations as necessary to effectively communicate planning issues to the review body, members of the public, and for placement on the web. Conducts research as directed by supervision to support department and organizational programs. Utilizes tools to collect and compile data relevant to the administration of Planning & Development Services Department programs. Applies a variety of statistical methodologies and geographical analysis techniques. Supports updating the existing land use map by supporting GIS team and the Long-Range Planner. Develops or reviews survey methodology. Represents the City on the Mid-America Regional Council (MARC) Technical Forecast Committee. Coordinates with other Johnson County Cities and MARC as necessary in analyzing and preparing information related to population estimates, census data, and other appropriate information that assists in understanding growth and development within the region. Facilitates the sharing and informed application of data for planning, community development, and related functions. Helps implement data aspects of the comprehensive plan, Framework OP. Participates in the development and analysis of department program performance metrics. Serves as a staff coordinator on special projects, as assigned. Acts as liaison between staff, supporting committees, and consultants. Makes appropriate recommendations to enhance outcomes. Communicates study progress and results to staff, review bodies, and the public. Presents final proposals to the Planning Commission and Governing Body. Serves as Planner of the Day on a rotating basis. Assists residents and interested persons by phone or in person answering various inquiries regarding planning issues. Provides interpretations of the Unified Development Ordinance and other city regulations relating to land development and land use. Processes various types of applications. Answers questions about scheduling, application status, and the public hearing process. Participates in emergency management operations for the City, as requested. Carries out and/or performs other duties as assigned. The employee must work the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with supervisors, customers, vendors, and any other persons or organization with whom interaction is required to accomplish work and employer goals. The employee must be punctual and timely in meeting all requirements of performance, including, but not limited to, attendance standards and work deadlines; beginning and ending assignments on time; and scheduled work breaks, where applicable.
| | REQUIREMENTS: Bachelor's degree in the following field(s) of study: Statistics, Economics, Public Administration, Urban Planning, or a related field
EXPERIENCE: Three years of experience in analyzing data and developing charts, graphs, and reports or an equivalent level of experience. Experience in community planning is preferred. Experience in Geographic Information Systems (Esri ArcGIS) is preferred. Computer skills in Google Suite, Microsoft Office Suite, database mining, and graphics.. Experience using Business Intelligence specific software is preferred.

Visual stamina and acuity to review alphanumeric data and to spend extended periods looking at computer screen. Ability to make and receive phone calls. Ability to sit and be attentive for extended periods of time. Ability to attend public meetings during daytime and evening hours.
