Responsible for the project development and management of various facilities projects and maintenance agreements. Develops project scope, schedule, cost and quality throughout the lifecycle of the project, involving relevant stakeholders and facility users. Utilizing project management standard methodology; creates, adjusts and executes project work plans, identifies required resources and manages operational aspects of the project from concept to implementation. Creates and updates project status reports and maintains the Facilities Management & Operation portfolio.

Assists in management of planning, scheduling, prioritizing and budgeting of Facilities projects.

Coordinates schedules and assignment of projects with management. Monitors and reports progress of projects. Prepares time estimates of proposed projects. Develops and implements work plans for operational, technical, and management projects and provides project management and oversight.

Assists in defining project scope and objectives.

Assists in the development of short and long range operational and strategic plans.

Assists in negotiation, development and administrations of contracts and agreements for services and materials. Prepares bid documents, bid specifications, and other agreements for internal and legal department review. May present proposed contract to City Council or committee for approval. Provides overall project administration.

Leads and/or participates in the development and selection of new departmental projects, enhancements to existing facilities/infrastructure and departmental grant requests. Includes facilitation and execution of analysis, requirements gathering, and documenting.

Develops schedules, project estimates, resource plans, and status reports. Conducts project tracking and analysis. Creates, distributes and maintains project documentation and communication.

Manages relationships and communication. Leads project management activities and provides an escalation path for city staff and vendor partners. Accountable for meeting timelines and communicating progress.

Leads project meetings and conference calls, including project kick-off meetings, status meetings, issue resolution and post-project analysis.

Assists with establishing and maintaining project management standards and procedures.

Keeps abreast of current developments in Facilities Management by reading trade publications and attending seminars, classes and training sessions.

Coordinates the activities of in-house design and construction projects. Develops design program and determines project special needs and priorities. Develops cost estimates and makes determination that adequate funding is budgeted for projects.

Serves on project design committees and assists with selection of professional services, fee negotiation, plan review, cost estimates, inspections, problem resolution and verifies work for payment.

Assists with preparation of a five-year capital program for development and maintenance of City Facilities. Assists in establishing project budgets, program needs, and schedules for capital projects and park plans. Assists with evaluating facility needs and developing priorities and planning strategies.

Assists the Facilities Engineer with collecting and organizing data and developing queries and reports that support asset management procedures and processes.

The employee must work the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with subordinates, supervisors, customers, vendors and any other persons or organization with whom interaction is required to accomplish work and employer goals.

The employee must be punctual and timely in meeting all requirements of performance, including, but not limited to, attendance, policies, work deadlines, beginning and ending assignments on time and scheduled work breaks, where applicable.

GENERAL QUALIFICATIONS

EDUCATION & SPECIAL LICENSE(S)/CERTIFICATIONS:

Bachelor's degree in Engineering, Architecture, Construction Management, or a related field of study; or an equivalent combination of formal education and work experience.

Possession of an appropriate, valid driver's license.

Must maintain an insurable driving record.

Access to the Kansas Criminal Justice Information System (KCJIS) is required, so the following KCJIS requirements apply: must be at least 18 years of age; must not have been convicted of a felony; must not have been convicted of a serious misdemeanor; and must not have an arrest history the nature and severity of which warrant disqualification.

EXPERIENCE:

A minimum of five years of increasingly responsible project management experience in the areas of facilities construction and maintenance, or an equivalent level of experience in a related field.
