Supervises inspection team members to include personal, administration, and training responsibilities for direct reports. Monitors staff and projects for compliance with adopted construction standards. Manages and coordinates inspection assignments for team members. Coordinates inspection team feedback for updates to proposed standards and specifications and represents the inspection team.
Performs construction inspections for developer-built public and private infrastructure projects, including but not limited to paving operations, sidewalks, storm sewers, street lighting, pavement markings, temporary and permanent traffic control, grading, erosion control, and associated work.
Coordinates with other Divisions and Departments as needed. Acts as an intermediary between the inspection team and office-based engineering and technical staff. Works with the Public Works Inspection team supervisor to ensure consistency between inspection groups on public infrastructure projects.
Assists in emergency operations, including snow removal, as required.
DUTIES AND RESPONSIBILITIES:

Supervises inspection team members on inspection-related activities related to public and private infrastructure inspections.
Provides assistance to Construction Inspection staff to resolve field issues. Plans, organizes, manages, and assigns the work of Construction Inspection staff involved in construction inspections for private development projects within the Engineering Service Division.â€,
Takes a lead role in coordinating field response to citizen inquiries and complaints regarding projects being inspected by Engineering Services. Investigates construction-related issues in the field. Meets with direct reports, consultants, contractors, and other interested parties. Renders decisions in a manner to minimize delays.â€,
Responds to and assigns public inquiries on drainage complaints, street, and sidewalk requirements, and general information. Discuss complaints with residents and city staff.â€,Liaison between Division Manager, Engineering Supervisor, and Construction Inspectors. â€,â€,

Balances team workload by assigning projects to team members. Conducts quality control of the team's inspection activities and provides direction/feedback on areas of improvement.
Provides day to day on the job training; coordinates formal training to meet job requirements; conducts performance evaluations; and makes recommendations to management regarding hiring and disciplinary actions. Leads Construction Inspectors to include personnel, administration, and training responsibilities for direct reports. Evaluates Construction Inspectors and performs performance reviews, coaching sessions, and evaluates performance related to promotions.
Develops & Prepares Reports for Construction Inspectors then reports them to the Engineering Service Manager.â€,
Develops and updates standard operating procedures for inspection activities
Coordinates with Public Works Inspection Supervisor in preparing inspections winter training program.
Recommends changes to procedures and policies that will enhance the inspection program and improve coordination with other Divisions and Departments.
Works with the Plan Review Engineering Staff to enhance the plan review process. Works with Engineering & Construction Inspection staff to update Construction Policies & Construction Specifications. Represents the Engineering Services Inspection Section for annual standard detail updates.
Acts as first contact for contractors appealing the requirements established by other inspectors within the team and/or other Construction Inspection Team Leaders.
Prepares performance appraisals for direct reports. Participates in staff selection and makes recommendations for promotions. Sets direction and expectations for the inspection section services for resolving these appeals.
Approves time off for the Construction Inspectors to ensure that employees get their needed leave, but ensures the workload is covered.â€,
The employee must work the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with subordinates, supervisors, customers, vendors, and any other persons or organizations with which interaction is required to accomplish work and employer goals.
The employee must be punctual and timely in meeting all requirements of performance, including, but not limited to, attendance standards and work deadlines; beginning and ending assignments on time; and scheduled work breaks, where applicable.
GENERAL QUALIFICATIONS
EDUCATION & SPECIAL LICENSE(S)/CERTIFICATIONS:
High School Diploma or equivalent with additional courses in construction or engineering technology or additional equivalent experience.
Possession of an appropriate valid driver's license.
Must maintain an insurable driving record.
Must have or obtain a commercial driver's license (CDL) within 12 months of employment with the City.
Must have the following certifications within 12 months of employment with the City:
Minimum of Eight (8) hours in specialized training in erosion and sediment control.
American Concrete Institute (ACI) Concrete Inspector Certificate or completion of Midwest Concrete Industry Board (MCIB) course in Basic Course in Concrete Technology.
International Municipal Signal (IMSA) Work Zone Traffic Control/Safety Certification (or equivalent certification).
KDOT LPA Certification or APWA Certified Public Infrastructure Inspectors as determined by Departmental Requirements.
International Municipal Signal Association (IMSA) Roadway Lighting I certification (or equivalent certification) if assigned to public street lighting projects.
EXPERIENCE:
Eight years of experience in construction inspection, surveying, material testing, or construction experience with projects including public improvements, or an equivalent level of experience. If assigned the responsibilities of street lighting inspector, must have a minimum of two years experience in street lighting inspection or construction.

Ability to travel and tour worksites within the City in adverse environmental conditions to include but not limited to construction sites and interior and exterior building inspections
Ability to operate City vehicles
Visual acuity to examine construction materials and finished structures
Ability to adjust to temperature extremes
Visual stamina and acuity adequate to ascertain measurements
Climbing down inlets and crawl through pipes during inspection of storm sewers
Ability to make and receive phone calls
Ability to withstand exposure to high noise levels, dust, and dirt with appropriate protective gear Exposure to high voltage electrical currents (applicable to street lighting inspection only)
