JOB SUMMARY STATEMENT: Conducts inspection of storm drain infrastructure including pipes, box culverts, open channel ditches, access structures and collection inlets. Performs inspection work using various methods such as remote controlled video equipment, manually operated cameras and making direct visual observations. Uses asset management software to input collected data and maintain inventory records. Maintains knowledge of industry standards for performing inspections and preparing condition assessment reports. Maintains and performs rudimentary mechanical and/or electrical repairs to inspection equipment. Assists on maintenance projects as assigned. Operates a snow plow truck.

DUTIES AND RESPONSIBILITIES:

Operates self moving, remote controlled video equipment and manually operated handheld inspection cameras. Oversees that video inspection equipment is properly maintained and repaired. Self performs minor repairs such as replacing common wear parts, lubricating or adjusting moving parts and repairing feed cables. Oversees that contracted repairs are properly assessed for need, and that the work is coordinated with the stormwater supervisor.

Utilizes asset management software to record and track collected inspection data. Maintains a working knowledge of industry standards for assessing pipe and other storm drain infrastructure condition. Develops inspection and data collection procedures and coordinates their implementation with the Stormwater Supervisor.

Prepares condition assessment reports. Analyzes inspection records, identifies system defects and submits repair location proposals. Maintains a working knowledge of deficiencies commonly associated with stormwater infrastructure and their relative impact on long-term operating reliability, includes structural elements such as cracks/ fissures in pipes and nonstructural elements such as blockages and/or sediment buildup along pipe inverts.

Serves as the crew leader during stormwater inspection work. Prepares work schedules and plans for assigned inspection projects. Responsible for organizing job resource needs and coordinating proposed work plans with the Stormwater Supervisor. Oversees that performed inspection work follows assigned safety procedures and policies. Guides the work of assigned support staff. Provides task assignments, trains and mentors others in the use of inspection equipment, verifies work quality, monitors work performance and provides status updates to the Stormwater Supervisor.

Responds to jobsite questions from citizens. Coordinates resolution of jobsite complaints and/or work restrictions such access limitations, unsafe underground work conditions and unforeseen need of specialized equipment.

Participates in snow and ice control as assigned. Operates commercial vehicles including snow plowing equipment.

Oversees the inventory of condition assessed stormwater infrastructure aligns with asset management records. Develops plan proposals for the methods, frequency cycles and level of detail observation to be used in conducting stormwater infrastructure inspections. Oversees contracted stormwater inspection work as assigned. Reviews inspection reports on new stormwater infrastructure to ensure new work installation complies with specifications.

Participates as a member of the flood barricade team where assigned. Assists in the field labor to repair and/or maintain stormwater infrastructure as needed.

The employee must work the days and hours necessary to perform all assigned responsibilities and tasks.

The employee must be punctual and timely in meeting all requirements of performance including, but not limited to, attendance standards and work deadlines; beginning and ending assignments on time; and scheduled work breaks, where applicable.

GENERAL QUALIFICATIONS

EDUCATION & SPECIAL LICENSE(S)/CERTIFICATIONS:

Basic high school education or additional equivalent experience. Associate's or technical degree in electronics or computer technology is preferred. Must maintain an insurable driving record. Possession of a valid Class A commercial driver's license with air brake and tanker endorsement required within 12 months of hire.

EXPERIENCE:

One year experience in the operation and maintenance of video inspection equipment for private or public agencies or an equivalent construction/electronic field. Understanding of electronics and use of video inspection computer applications. One year experience working with public storm sewer or sanitary sewer systems.
