Deputy Chief Simon Happer
The Office of Professional Standards includes Internal Affairs and Training and is comprised of a Captain, Sergeant and seven officers/detectives. It is the policy of the Overland Park Police Department that the Internal Affairs Unit will accept and thoroughly investigate all complaints of alleged misconduct and/or bias or racial profiling. The unit also ensures that follow-up investigations are fair, equitable, impartial and fact based.
There were 27 total citizen complaints in 2016 vs. 45 citizen complaints
in 2015. This was a 66% decrease. Of the 27 citizens complaints in 2016, 8 were substantiated. Of
the 45 citizen complaints in 2015, 7 were substantiated.
